You do not need a 4WD in Brisbane itself. You need it the moment you roll off a barge onto sand, and around Brisbane that moment is never far away.
No sealed roads at all: the whole island is 4WD territory and a vehicle access permit is required before you drive. The MICAT vehicle ferry leaves from the Port of Brisbane, about 40 minutes from the CBD, and lands you on the beach roughly 90 minutes later.
Any car reaches the town over the bridge; the 4WD is for the ocean beach up north, which needs a vehicle access permit, currently A$52.35 for up to a week or A$163.50 for up to a year. Fees are reviewed each July.
Cross the Noosa North Shore ferry at Tewantin, no booking, running daily from early morning to late evening, then it is beach driving with a Cooloola vehicle permit, about an hour on the sand to Double Island Point.

Beach highways run on the tide chart, not the clock. The working rule on Moreton, Cooloola and K’gari is to drive within about two hours either side of low tide, and to have your permits sorted before you board anything.
Each island or recreation area has its own vehicle access permit, bought online through Queensland’s parks booking system before you travel. Rangers do check, and the rental agreement expects you to be legal.
Lower tyre pressures for sand, carry the reinflation gear, and plan each beach leg around low tide. Most boggings are simply a tide chart ignored.
Queensland school holidays, Easter and the Christmas break saturate the barges, the permits and the campsites at the same time. Book the whole chain early or shift your dates.
