The Worimi Conservation Lands run the biggest drivable beach near Sydney, 19 km of sand between Lavis Lane at Williamtown and Gan Gan Road at Anna Bay, and the rules are refreshingly clear.
A vehicle permit is mandatory: A$33 for three days or A$88 for a year, bought from the Worimi Conservation Lands. Buy it before you drive on, permits are checked at the entry points.
4WD required, driving on the firm sand near the water only, and never up the front dune. Speed limit 40 km/h, dropping to 20 km/h near people or other vehicles.
Deflating for sand is a recommendation here rather than a legal requirement, but it is the difference between driving Stockton and being recovered from it. Follow the vehicle manual and carry reinflation gear.
About 180 km from Sydney, close enough that the beach works as a first weekend with the camper before anything more ambitious.
